In the middle of government shutdown crisis, ARPA-H scandalously misappropriated over $60 millions of taxpayer money to a scarlet “Red” adult stem cell Ponzi scheme of the Bush Administration for the Biden-Harris Administration to back the political power and public policy shift to the “Red”

The Advanced Research Projects Agency for Health (ARPA-H) is created by President Joe Biden’s vision to speed medical breakthroughs to patients who urgently need them. However, so far, ARPA-H launched programs and funded projects seem just ideas, some even flawed, but not medical breakthroughs. We could even hear some of those ARPA-H ideas pitched to President Joe Biden in the news, such as “cancer vaccine”. However, whoever pitched the idea of “cancer vaccine” to President Joe Biden did not tell the President that “cancer vaccine” is nothing new or transformative, but a long-failed idea because cancers are well-known for evading the immune-system. ARPA-H Dash Champion Ideas even featured scientific Ponzi schemes that were apparently originated from NIH, NIH directors, and NIH leadership, including “One Drug for All Cancers” similar to “one vaccine for all”, and “Your Cells Your Cure” that is actually induced pluripotent adult/stem cells (iPSC), a genomic science, or precision medicine, or personalized medicine Ponzi scheme or scam. According to ARPA-H Dash, ARPA-H Dash Ideas were selected and judged by “a panel of experts” who were not disclosed to the public. After ARPA-H Dash’s deep dive over the summer, their fraudulent ideas have now been turned into tens of millions of dollars of ARPA-H funded programs and projects that are neither based on sciences nor supported by any innovations or medical breakthroughs, including $63 M to iPSC that are the result of the fraudulent ARPA-H Dash Idea “Your Cells Your Cure”, and the APECx program that is the result of the fraudulent ARPA-H Dash Idea “One Drug for All Cancers” similar to “one vaccine for all”. ARPA-H seems completely ignore the fundamental sciences or undeniable scientific facts that iPSC are adult cells reprogrammed with oncogenes or cancer cells harboring oncogenes, and that vaccine’s safety lies in its uniqueness or specificity. ARPA-H seems also turn a blind eye to not only the vaccine safety but also the lesson that the big pharms have spent trillions of taxpayer money, but still could not come up with a safe and effective vaccine to deal with all the variants and sub-variants. Why wouldn’t ARPA-H disclose who were on their “panel of experts”? Why was there such amazing coordination between a CA State Public Funding Agency CIRM and a Federal Public Funding Agency ARPA-H? For example, ARPA-H fraudulent idea “cancer vaccine” was subsequently materialized in CIRM award DISC0-13806 to UCSF to use iPSC to make anti-tumor vaccine. In the middle of government shutdown crisis, both CIRM and ARPA-H announced major funding to the scarlet “Red” adult stem Ponzi scheme of the Bush Administration to harm patients with cancers and knowingly waste taxpayer investment. Many questions remain unanswered.

It is an undeniable scientific fact that induced pluripotent adult/stem cells (iPSC) are adult cells reprogrammed with oncogenes or cancer cells harboring oncogenes, an adult stem cell Ponzi scheme or scam created by the opponents of human embryonic stem cell (hESC) research during the Bush Administration, which has resulted in “the massive fraud and waste of the Obama Administration” that is under Congressional and HHS investigations (please see my website https://sdrmi.org hESC research blogs for more about iPSC Ponzi scheme). iPSC are in fact cancer cells that are falsely called stem cells; all the iPSC human trials generated cancers and failed safety tests; drugs screened by iPSC organ chips and organoids (e.g., Emulate’s liver chip) caused serious tissue damages to patients and FDA had to pull back. Unlike most adult stem cell scams, iPSC scam did not rise from the stem cell field, but from the genomic field, or the precision medicine field, or the personalized medicine field. Ironically, the experts of genomic science, precision medicine, or personalized medicine, like former NIH director Francis Collins, are also the ones who discovered or identified those oncogenes put into skin cells by Shinya Yamanaka to create iPSC Ponzi scheme. The iPSC Ponzi scheme or scam is by the Bush Administration, scarlet “Red”. Over the last decade, NIH have misappropriated billions of taxpayer money to the scarlet “Red” adult stem cell Ponzi scheme of the Bush Administration to fuel the political power and public policy shift to the “Red”, including the overturning of Roe v. Wade, which has resulted in the resignations of NIH Director Francis Collins and White House science advisor Eric Lander.

However, in the middle of government shutdown crisis, ARPA-H announced major funding to the scarlet “Red” adult stem Ponzi scheme of the Bush Administration to harm patients with cancers and knowingly waste taxpayer investment, including $26 M to Mark Skylar-Scott of Stanford University to use iPSC to print 3D heart and $37 M to Bing Lim and Stan Wang of Thymmune Therapeutics to use iPSC to make thymus to support immune responses. Mark Skylar-Scott is a Stanford University assistant professor recruited from Wyss Institute for Biologically Inspired Engineering of Harvard University, and Thymmune therapeutic is a biotech startup backed by George Church, a renowned genomic scientist of Wyss Institute for Biologically Inspired Engineering of Harvard University, who helped initiate the human genome project and the personal genome project.

Mark Skylar-Scott has absolutely no experience and expertise in heart regeneration and heart stem cell research. The major bottleneck for 3D heart printing is lack of a scalable human heart stem cell source with adequate heart muscle regeneration potential, and Mark Skylar-Scott has absolutely no technology, no patent, no innovation, no scientific publication of any kind to show that he could turn cancer cells – iPSC – into beating heart muscle cells for him to print out a viable human beating heart. Although there is technology breakthrough in hESC research to provide a practical scalable solution for heart regeneration and biofabrication, Mark Skylar-Scott or Stanford University or Harvard University did not develop that technology and does not own it. There is absolutely no medical breakthrough of any kind that Mark Skylar-Scott could speed to patients who urgently need them as President Joe Biden envisions for ARPA-H. How could Mark Skylar-Scott, or Stanford University, or Harvard University get ARPA-H give them $26 M, or where is the justification for the $26 M of taxpayer money?

Bing Lim and Stan Wang are George Church’s students, and both are genomic scientists without any experience and expertise in stem cell research. Their $37 M iPSC project has two phases: the phase I is to differentiate iPSC into thymic cells, the phase II is to put the iPSC-derived thymic cells into the animal model to see if it works. A well-known scientific fact about cancers is that cancer cells have lost their ability to differentiate. They have absolutely no technology, no patent, no innovation, no scientific publication of any kind to show that they could differentiate cancer cells – iPSC – into thymic cells to even show the feasibility of their $37 M iPSC project. Not only is there absolutely no medical breakthrough of any kind they could speed to patients who urgently need them as President Joe Biden envisions for ARPA-H, but also their iPSC project ends in animals, does not even go to patients. Why do they need $37 M to just do an animal study? How could they or Harvard University get ARPA-H give them $37 M, or where is the justification for the $37 M of taxpayer money? Both the $26 M iPSC project of Mark Skylar-Scott and the $37 M iPSC project of Bing Lim and Stan Wang are tied to George Church, who is an expert and renowned professor in genomic science with full knowledge that such concepts of iPSC are flawed and iPSC are bogus, but still, he has used his high-ranking position, influence, and connection to back and promote iPSC fraud and waste of taxpayer money to his own close ties.

There is mounting scientific evidence to indicate that iPSC are harmful to patients in the downstream development, however, ARPA-H have still knowingly misled the investing public and deliberately defrauded the investing public by misappropriating > $60 M of taxpayer money to iPSC against common scientific knowledge and against all scientific evidence. Although ARPA-H’s announcement is called Open Broad Agency Announcement (Open BAA), it is neither open nor broad. There is no open competition, no broad solicitation, no transparency, no oversight in ARPA-H Open BAA. There is not even enough information in ARPA-H Open BAA for the public to have a clear grasp of the contexts of ARPA-H Open BAA and understand the ARPA-H funded projects are worth their money. In ARPA-H’s Open BAA, there is no mention of what kind of stem cells they have used; no mention of the undeniable scientific fact that iPSC are adult cells reprogrammed with oncogenes or cancer cells; no mention of what medical breakthrough or innovation they have generated for them to speed to patients who urgently need them; no mention of any convincing scientific facts that would support them reaching their project goals; no mention of technology or product of any kind they have developed for successful execution of their projects; no mention of whether the PI has the background and experience to prepare him/her the knowledge and skill to lead the project to its stated goals. There are key scientific facts missing in ARPA-H Open BAA. There is no science to explain, no technology to showcase, no innovation to speed in ARPA-H Open BAA. Deliberately or intentionally hiding scientific facts, playing word or name games for public funding, are considered as scientific misconduct. It has not only compromised the integrity of ARPA-H, but also raised a major question regarding the credibility of ARPA-H. Without open competition, without transparency, and without oversight, it is very hard for the public to see how their Ponzi schemes or scams could get preferential selection and treatment for public funding in the staggering amount of $26 M and $37M of taxpayer money. It is very hard to find out the hidden scientific facts or actual flaws behind ARPA-H Open BAA funded projects, and understand the contexts of ARPA-H Open BAA funded projects, even for a well-trained scientist like me. Therefore, we’d like to urge Congressional Oversight for ARPA-H to ensure the highest standards of integrity, transparency, and safety for public funding agency ARPA-H, to ensure taxpayer money to be ethically used to speed medical breakthroughs to patients who urgently need them as President Joe Biden envisions for ARPA-H, not to be unethically and unaccountably distributed to profit only those few who are in power or in charge.
